4Cs Diamonds - London

HRD is the coordinating body and official representative of the diamond sector. It’s an official organization, recognized internationally and acting as host, spokesperson and intermediary for the Belgian diamond community. HRD is the Belgian diamond sector’s official liaison with governments, and actively promotes support for the diamond sector home and abroad.

In July 2000, the World Federation of Diamond Bourses and the International Diamond Manufacturers Association met in Antwerp to discuss, among other things, the concern over human rights violations committed in some diamond producing countries. During this meeting a resolution was passed to create the World Diamond Council (WDC).

The resolution called for the WDC to develop and implement a tracking system for the export and import of rough diamonds to prevent diamonds being exploited for illegal purposes.

As a result of the commitment and resolve of WDC leaders and members, significant strides have been made toward resolving and reconciling these issues. The development and implementation of the Kimberley Process, for example, has reduced the flow of conflict diamonds in the marketplace from approximately 4% to significantly less than 1%. While the number of conflict diamonds has been reduced, and this is an improvement, it is still not enough. The diamond industry will continue its efforts until conflict diamonds are eradicated completely.

The Kimberley Process is a joint government, international diamond industry and civil society initiative to stem the flow of conflict diamonds - rough diamonds that are used by rebel movements to finance wars against legitimate governments. The trade in these illicit stones has contributed to devastating conflicts in countries such as Angola, Cote d'Ivoire, the Democratic Republic of Congo and Sierra Leone. The Kimberley Process Certification Scheme is an innovative, voluntary system that imposes extensive requirements on Participants to certify that shipments of rough diamonds are free from conflict diamonds. The Kimberley Process is composed of 45 Participants, including the European Community.  Kimberley Process Participants account for approximately 99.8% of the global production of rough diamonds.
